DELL Laptops:


Ran all updates all windows and DELL drivers. However this didn’t resolve. 


Ran Dell diagnostics.


Contacted DELL support. During the last reboot it was noticed that a screen indicating system was in “manufacturing mode” appeared during the reboot. DELL confirmed.


DELL Tech had us reboot again and press F4 to exit manufacturing mode. That resolved the fan running at high-speed almost 100% of time.
